Impossible to win without, whichever game you play. Be it the sweeping manoeuveres of Warhammer, having to plan two moves ahead in Battlefleet Gothic or working out just how many troops need to be thrown into a close combat meatgrinder in Warhammer 40,000, all of them fall under the heading of tactics.
